Khan Mohummad Kaisar is an officer of BCS (Telecommunication) Cadre, currently Sub-Divisional Engineer of BTCL, MOPT&IT, the People’s Republic of Bangladesh. He has been working in the field of CSE since 1997. Among his various assignments he worked at Access to Information (A2i) Programme, Prime Minister’s Office, Private Secretary to the hon’ble Secretary, Ministry of ICT. He was the Deputy Project Director of Distribution of the Electronic Signature Certificate Distribution Project in the Govt. Offices.

As a civil servant he has a vast experience in the field of ICTs for development. He worked as a member of a national committee for negotiation of the project NGN Based Tele Communication Network (NTN). In A2i Programme he was assigned to maintain the Dashboard of DISCs and UISCs for Providing e-Services throughout the Country. At present he is leading Bangladesh Computer Society and 25 BCS Forum. He had active participation for preparing the ICT Policy & Cyber Security Policy.

Mr. Khan has a professional training from ZTE University, China. He has been attended the seminars/workshops at home and abroad. He visited many countries as a Member of Govt. Delegate. In May 2013, he has attended UN WSIS Forum in Geneva as a Panelist of the workshop “Ensuring Internet Access and Better Governance by Deepening Multistakeholderism- a Developing Nation’s Perspective”. In July 2013 he attended the Asia Pacific PKI Forum meeting, Bangkok, Thailand. He visited Switzerland, France, UAE, Singapore, Hong Kong and India. He has a vast contribution for introducing e-Commerce fair at home and abroad in Public Private Partnership Model.

Mr. Khan is a freelance Writer of e-Commerce and ICT’s for Development. He has many publications in national and international journal. He started his journey as a Lecturer of University. He is an occasional participant in TV Talk Shows.
